The Gallente scout is probably the best scout.
The Gallente heavy is likely to be a very solid contender in its class.
The Gallente assault is terrible, don't use it.
The Gallente logistics will likely be pretty decent.

All the Gallente weapons are pretty awful, though.
AR is the weakest of the rifles, shotgun is meh (though good on a scout), IoP is awful, plasma cannon is awful.
IMO, consider Galscout/Galheavy and use a combat rifle/HMG.

EDIT: Some predictions on the other suits:

Caldari scout: Solid option. worst scout, no low slots for dampeners, speed mods, or anything else scouts need, plus extenders are bad and damage mods are getting nerfed. Also a ****** bonus that only helps detecting already easy to detect medium suits.
Caldari assault: Not very good.
Caldari logistics: Solid option.
Caldari heavy: Very solid option, contender with Gallente heavy for best heavy. seems good on paper, but it will take forever to regen shields fully and is highly vulnerable to flux nades. The 1 sec recharge delay is a typo, it's actually 4 seconds.

Amarr scout: Terrible. not as bad as most make it out to be. Sure it has a subpar bonus, but it still has the most EHP and can bunny hop like a kangaroo, plus it has low slots to fit anything a scout could need.
Amarr assault: Terrible unless you use SCR in which case it could be a solid option.
Amarr logistics: Mediocre.
Amarr heavy: Mediocre-good. by far the best heavy, with the most HP, resistance to HMGs and all projectile weapons, and reppable HP base, which means that it's the best in a squad and will always win 1v1 with another heavy.

Minmatar scout: Pretty decent. Depends on your playstyle, but personally I think that it looks like a fun suit. just slightly OP, thanks to having a massive amount of passive bonuses over the other scouts, even without skills. Fitting is still meh, but not as critical due to all the bonuses.
Minmatar assault: Terrible.
Minmatar logistics: Good.
Minmatar heavy: Eh. I'm uncertain.
