I think you might be misunderstanding a few things Asher. While I can see the merit of the "wait and see" approach, that doesn't mean you can't compare existing numbers side by side. Look at all of the racial Scout bonuses. In addition to being by far the most uninteresting bonus (in my opinion at least) , the Amarr Scout's bonus is also simply less overall beneficial than the others. As has been pointed out many times already, when maxed out, the Amarr Scout's bonus is equal to less than a Militia Cardiac Regulator. Nothing about that really encourages me to spec into this suit. Not to mention that it's the only Scout that really only gets one bonus, while the others get two.
As for it's extra HP, yes, it has that. Because it's an Amarr suit. Same reason it's the slowest, with the highest stamina, and more armor than shields. These are all traits of all Amarr suits, and are already balanced against the other suits' racial conventions, as is the norm. This is in no way an acceptable excuse for the subpar bonus. Hopefully that all made sense.

Hopefully that all made sense. That does make sense, but at the same time, though it might not be as scouty as others, maybe it doesn't need to be? The amarr scout can easily be closer to the fight than other scouts, and has the stamina to keep flanking, plus it's a scout, so it won't be noticed as easily. The HP boost might not look like much but I can't tell you how many times I almost killed an enemy but got taken out right as his HP was at 0/0 (literally, and he still kills me and lives) or close to it. If I had the HP of an A-scout, I would have lived. I can more or less understand the Amarr Scout being overall the least "Scouty", but I still don't think that's any excuse for an all-around ****** bonus. What I (and many others) have suggested is adding on another bonus to the existing Stamina bonus. Personally, my two favorite ideas are:
1) Decreased movement speed penalty from armor plates. Now this would really let the Amarr Scout fulfill that light assault/flanker role. Also seems rather Amarrian to allow even their Scouts to fit regular armor plates, instead of Ferroscale. Not to mention it would complement the existing stamina bonus rather nicely I think, really allowing Amarr Scouts to be the long distance runners.
2) Increased headshot damage multiplier on the ScP. This I think would match up quite nicely against the Minmatar Scout's NK bonus, similar to how the Gallente and Caldari Scout bonuses seem to be designed to play against each other. And of course, it would also have that Amarrian feel, rewarding precision with staggering amounts of damage. Of course, it has the potential to be abused/OP, so I don't know, maybe option 1 is a little better.
