We would need really high armor or a really high bonus for those to work. Like upwards of 1.5%, AND!! We need the Gallente suits to have more freaking HP in armor than Caldari have shields...

Eh, shields aren't really about HP. I had other ideas for shields, for example, a module that gives you a quick HP injection once the recharge delay has passed, so you can start fighting faster.
I think shield repairers should be in the lows (with some checks and balances to avoid 100 hp/s) the regulator on highs, the shield booster in the highs (running it has a passive penalty to stamina). And some buffs to armor repairers because repair tanking on a Armor suit is not viable at all.

They're supposed to be cheaper CPU/PG wise and have no penalty.
It depends, on some ships if you apply a really high armor plate and then a energized plating you get a very high armor bonus that sometimes exceeds the initial plate. This allows for the pilot to open up his low slots while not sacrifice much of a tank of speed.

Depends on how high the bonus is.
262.5 1x Comp Armor Plate 148.5 1x module (1.2) 82 HP (1.3) 123.3 HP
In the long run we would need more modules slots to avoid making this module super OP while keeping it useful so it only works for EVE the way i said it would, or for Logistics suits... maybe assaults should be 5/2
