I'm not proficient with Nova Knifes at all but I see a lot of people who use their NK with a combat rifle. Speed and stealth is what I would use for my lows but Kin Kats take quite a bit of CPU, PG, and SP.
You should experiment with what you want, dampeners are great for NK and I would highly recommend them.

Dampener module works best until you have really high level damps. You can use militia dampeners but you will need 2 of them on the scout suit to get around most scanners. There is no module or skill for reduced aim assist.

You don't want to get in their face to kill them.
Since you also need good precision and range, I suggest squading with other scouts, as you can use their scans to pick up reds that you wouldn't be able to.
Then sneak up on them from behind. Hackers are easy targets, and you could stick to them. Or flank while the reds are preoccupied with shooting at the rest of your squad.
You only want to get in their face when you can't run away as a way to salvage a mostly hopeless situation.
Edit: Also, if you want to go NKs, you should consider a minmatar scout, as they have an awesome bonus to NKs.

It is passive and innate. Unless you are a tank, there is no such module or activation.

Scouts United is an open channel with (mostly) scouts. You can pick up a squad there. When someone post RF2 (room for 2) etc. just enter x. Or you can type LFS (looking for a squad).
If you are thinking of going scout, you could apply to R 0 N 1 N (I think I spelled that correctly) which is a scout training corp.

You can't join 2 corps, but if you have an alt you use, you could maybe go that route.
There are some benefits to being in a squad, other than shared sight with other scouts. If there are orders, like defending a person, or objective, any action you take that earns WP gains you an extra bonus.
Plus, the points you earn go towards a squad sum, which can be used to call in orbitals (at least in pubs), and help your team win.
And depending on who you are with, they could show you the ropes. Just keep an eye out in this section of the forums for people offering to train or guide scouts. I know Bojo the Mighty and some others do this on occasion.

It seems that all that needs to be said has already been said.
My advice to you would be to listen to these guys. If you are not interested in switching corps then the scouts united chat channel is the way to go.
