That is not a good idea.
Firstly I would not ever support a system whereby I artificially win, that would destroy the competitive nature of FW for me a loyal supporter of the Empire, and the greater game mode as a whole.
What I suppose you dont understand, and I mean no disrespect nor intend to sound condescending, is that the system is flawed somewhat.
Prior of the 13/03/14 we had a system that would generate X number of contracts per side per hour, these contracts are, or were to the best of our knowledge generated at the same rates for each faction, which means when one faction took dominance over the FW space through winning battles the system would ensure they stayed in complete control.
This meant that even if the Amarr only held 7 districts of the entire FW system 7 Minmatar attacking contracts of a potential 8 (for arguments sake) would be leveled across all of our controlled districts, whereas ours (the losing faction groundside) would hve to spread 8 contracts out across 100's of districts.
This would mean we would inevitably be losing battles all the time, even if just 1 or 2 offsetting any victories. This also meant next contract generation cycle we would have those districts we just conquered targeted instantly because those districts are all we have.
So longtime FWer would see cycles of battles on the same districts planets over and over again until we lost....
Now however a system has been put into place to allow the losing faction to generate more offensive contracts while the enemy generates less contracts.
This is a start, depending on testing over the next few weeks I hope the FW community will come to a concensus on how to proceed from there.
Additionally the popularity of certain factions is important. A larger number of organised FW corps support the Gal or Min at this time...as such we tend to see more FW corpless blueberries shuffled into Cal and Amarr games.
Its not all bad though...
