As for ground-to-space facilities, all we know is that the structure you showed is indeed some kind of ground-to-space facility. We don't know anything of its intended capabilities, from a lore or mechanics perspective. However, in this video, a different gun takes out a dreadnaught in one hit.
It's quite the statement to say that it was never a role for HAVs when the devs clearly sat down at some point and said it should be, to the point that they put it in that description. You're wrong. At some point it was intended to be a role for HAVs. The only question is will it be a HAV role in the future.

I was unaware of the internal workings of CCP as you so clearly are. Please, enlighten us.
It's an assumption to say that no game devs were involved in any of the web site.
As for the facilities, the size has nothing to do with anything. It's a cinematic trailer. I'm well aware of the reason for the differences between them. I'm well aware of the facility we have in the current version of DUST. I'm well aware that what is shown in CCP cinematic trailers has little relevance on the actual in game balance of different items. I'm also well aware that you have no sources to say that this was clearly never an intended role for HAVs. It's an opinion you're entitled to until you share a source that makes it factual, or a dev talks about it one way or the other.
For what it's worth, the idea of a HAV shooting anything in orbit is a bit ridiculous.
