This was never a role for HAVs. Starships are far too large. This was, originally, planned for ground facilities to be able to do, but since then any integration to Eve has been pretty nonexistent.
Here's a screenshot of the type of gun necessary to take out a ship - in multiple shots mind you:

Yes, the same reason that there are still so many issues in Dust.

Well, me too. I'm not sure what issue you refer to though. I refer to the obvious marketing error on the webpage because HAVs were never meant to shoot at starships.

We don't know anything of its intended capabilities, from a lore or mechanics perspective. However, in this video, a different gun takes out a dreadnaught in one hit. It's quite the statement to say that it was never a role for HAVs when the devs clearly sat down at some point and said it should be, to the point that they put it in that description. You're wrong. At some point it was intended to be a role for HAVs. The only question is will it be a HAV role in the future.
A webpage put together by some intern is quite a different thing than the Devs sitting down and discussing it.
HAVs were never, nor are they currently, intended to shoot at any space vehicle.
Also, please note the size of the weapon facility is roughly the same. The difference in look is due to your video being still from Carbon, whereas my screenshot is from the UDK version of Dust. Also, no, these will not take out Eve ships in one shot despite the bombastic teaser video. |

Also, no, these will not take out Eve ships in one shot despite the bombastic teaser video. I was unaware of the internal workings of CCP as you so clearly are. Please, enlighten us. It's an assumption to say that no game devs were involved in any of the web site. As for the facilities, the size has nothing to do with anything. It's a cinematic trailer. I'm well aware of the reason for the differences between them. I'm well aware of the facility we have in the current version of DUST. I'm well aware that what is shown in CCP cinematic trailers has little relevance on the actual in game balance of different items. I'm also well aware that you have no sources to say that this was clearly never an intended role for HAVs. It's an opinion you're entitled to until you share a source that makes it factual, or a dev talks about it one way or the other. For what it's worth, the idea of a HAV shooting anything in orbit is a bit ridiculous.
Well, I do not have a source, that much is true. I'll look for one though.
Let's be serious though. There are some things that you can tell without needing a source. This is one of them. One doesn't need to be a member of the dev team to understand. You, yourself, comment that it would be ridiculous. The size difference is obviously another major issue.
More importantly though, through a touch of logic, you can see that the concept doesn't work from a gameplay mechanic sense either. It's simply an impossibility. Right off the top of my head going from the fact that all combat in Eve is point and click vs combat in Dust being first person aimed. This alone means that there will likely never be any direct (i.e non choreographed) fighting between Eve ships and Dust vehicles, let alone the absurd levels of differences between HAVs and even the smallest Dust ships.
You're right though, this is just my opinion. I'll look to see if any dev has actually commented one way or another, but I doubt it exists.
Also, if I may ask, if you knew about the scale differences, the game engine differences, and the non-factual nature of CCP's teaser videos did you bring one up as evidence and then suggest that it confirms anything at all?
