Why does the Minmatar scout suit have a bonus to a specific weapon instead of a weapon class (ie, projectiles/explosive, like the Minmatar commando, for example), or, to keep it in line with the other scout suits, a role bonus to, say, sprint speed (1% or 2% per level)? Bums me out because I have no interest in nova knives, but would love to rock the Minnie scout. But since I'm uninterested in NKs, I chose the Gallente scout suit since its bonuses (reduced scan profile and increased scan radius) are always useful, no matter what I have fitted.
Ditto increased skill = more spare ammo. How does weapon skill have anything to do with the volume of the dropsuit? Or is the rationale that increased dropsuit skill = increased "strength" = increased ammo (since, you know, ammo is so heavy)?
My other dropsuit is a Python.

But if you really insist on snubbing the knives, consider training the minmatar scout anyway. Look at the 120hp base melee damage. With a mass driver and magsex SMG, you will still have the option of smacking people in the face if it comes down to it. With the 60 base stamina regen rate you can melee all day and hop around like a pogo stick. That versatile slot layout. That hacking speed. Do you want to ignore all of that in favor of a free complex dampener and armor plates to slow you down?
Or check out the caldari scout. That precision and range bonus is like an always on wallhack, and you get a ton of fast recovering shield hp with free lowslots for biotics.
I'm not snubbing NKs, just pointing out that the bonus they receive from the Minnie scout suit is confusing--no other suit (except the new Commando suits) get a damage bonus, the NKs are currently only available as Caldari tech, and the other scout suits get bonuses that help with scouting/flanking/roguework in a general way versus a bonus that forces you to use a single weapon (not weapon class based on damage type, like the Commandos) to maximize the usefulness of the suit. I love the faster hacking, bonus, though. Too bad I don't feel the same way about NKs. There's nothing wrong with them--just not my thing. And anyway, I asked about rationale behind suit bonuses, not about the modules, etc., they apply to.
I personally would (and do) pass on the Minnie in favor of the Gallente. The CreoDon SG has a base damage of 39.6 per pellet (I'll round up to 40) and each shot certainly contains more than three pellets, so the base damage of a proto SG is definitely greater than 120. Additionally, the SG is effective within 3m--not so the NKs.
I hate engaging reds with an SMG in a scout suit, since it invariably means 1) I've been spotted and 2) I am too far away to apply my SG effectively, which means I'm doing it wrong. There's at least an 80% that I'll come out on the bottom of any engagement involving me in a scout suit, a red in a medium+, and both of us firing automatic weapons.
Who puts armor on a scout? Anyway, the slot layout is versatile on both suits, but I much prefer complete radar invisibility, even to proto scanners. Check it out:
Base Gallente Scout suit scan profile = 35db * .75 (25% bonus from skilling to 5) = 26.25db * .75 (25% bonus from complex damp) = 19.69db * .75 (another complex damp) = 14.77db, since profile damps don't receive a stacking penalty). This trumps the best active scanner, which has a precision of 15db.
Base Caldari Scout suit scan precision = 40db * .75 (25% bonus from skilling to 5) = 30db * .8 (20% bonus from complex enhancer) = 24db * .8 (second complex enhancer) = 19.2db * .8 (third complex enhancer) = 15.36 * .8 (fourth complex enhancer) = 12.88db.
To passively scan out a Gallente scout, a Caldari scout would need 4 complex precision enhancers, ie, no high slots for anything else; and even this won't work if the Gallente scout fits 4 complex profile damps (which, except for dodging the new Caldari scout suit with 4 precision enhancers, is completely pointless)! The Caldari suit looks cool, but I prefer the idea of complete radar invisibility to 99% of reds to the ability to scan them out passively, which I do a smashing of job of for 85% of reds, using one complex precision enhancer on my Gallente scout suit.
So, yeah, I'll take complete radar invisibility over cutlery any day.
