I'm here to argue that PC is not end game. FW is. FW takes (though a minor) role in the wars. To serve your faction of choice should be end game, not a broken system.
Other than that, yeah. Spec into Core skills, people. They last forever.

We might get Reimbursal's or Refunds depending on changes to skills and equipment but nothing more ever..
Respecializing your entire mercenary in DUST 514 is the way of the Dodo bird.
Actually (for bloody once), this is actually a re-specialization of our suit SP, not a refund. Refund implies that something is removed and we get something back for it. Instead, nothing is being removed, but instead added. We are being respec'd because of that.

I run complete standard fittings for that same reason. Soon I'll be using a full Gallentean fitting, which of course will also be standard unless I feel like getting try-hardy.

Weapons have always been tweaked through DUST... so has equipment.. No one asked for a respec because they buffed the Repair tools? but they sure will after they nerf it back... Those changes are balance changes that affect everyone equally.. so no reimbursal should be given.. and is part of the development process..
Changing the way each suit individually works and their bonuses.. Has warranted the refund or reimbursal.. Not even the addition of the new suits.. that's merely new content.
I'm at the point where I'm positive you're one of the many that really don't understand the difference between "refund" and "respec", so it's Learning Post with your host Kasote Denzara.
"Refund", by its very meaning, implies that a product or service is taken away or cancelled and payment for the product or service is refunded. Nothing is being taken from us nor cancelled.
"Re-specialization" is just that- a re-specialization. It is taking everything specialized and putting it somewhere else. In this situation, it is the suit's Command that is being respec'd because, previously, we had a limited options to choose from. We specialized into what we could. We are now being re-specialized by pulling all available SP in the suits so that we may specialize once again (at least for suits). None of the suits are being taken away, nor how they function for what they exist as are.
As for "no one asked for a respec", that's being asked way too much. It's problematic how much it is asked. We are being re-specialized in suits, not refunded. After all, now you know the difference between "refund" and "respec".

And Yes you cannot specialize into being a Sentinel with just the suit skills... Might be vague and generalized like that in other games? but not here... A heavy suit isn't much without the skills that go with it. Hence the specialization..
And WHY so many people are EMO right now... People HATE having skills not perfectly allocated around a specialization...
The idea of specialized Mercenaries.. at all in DUST is gone.. that is the point your drastically missing here.
I think I'll dismiss you with just this: The Sentinel is a heavy suit.
