It took me a while to understand this question because I'm the sort of person who sometimes treats the words "respec" and "refund" as the same thing depending on the context. But I realized you mean the ISK refund of the suits you're no longer likely to train back into.
CCP will only refund the ISK spent on the skill books only. My only advice is to hold onto the suits you currently stocked up on until the secondary market arrives. Once the secondary market is here, you'll be able to sell your unused stuff to other players who might be interested.
EDIT:
PS: Besides, the last time CCP refunded assets, it got out of hand with people having wallets as fat as a hundred million ISK.

Yep, there's no refund in sight. Although there isn't Player market on sight either.
Better way IMO is to go all out with your suits you are not planning to spec into anymore.

Btw, when the market opens up 100million ISK will be the norm (it's already getting kinda common).

We got the million clone challenge this weekend. Any suits you will no longer be able to use after the respec should die a gruesome death during this event. I'm going cal scout so all of my cal assault/cal logi suits will be donated to this event.

Yea, I had 500 mil after they did that. It was a bit ridiculous.
