I think I speak for everyone here when we need to be able to customize our weapons and when we level up we get a level like level 1.level 2 level 3 and so on, and finally we need should not be charged to buy the ability to use the skill |

Fair statements. The current model reflects the EVE side set up where there are not levels but your SP values. I suppose you could consider you level however many million SP you have....
You also have to consider of deep ISK goes into the culture of New Eden, money and economic exchange is deeply rooted and prevalent in all aspect of New Eden's societies. Our skill books as I understand it are programmes we download from a specific source to give us the knowledge and capacity to operate without the years of training we would otherwise require.
As such is not an ISK cost for those programmes not an acceptable cost to unlock them?

Weapon attachments would be nice and it was something stated by the Dev's they would consider long ago so maybe it will happen down the road anyways.
It could work by having to skill into the weapon proficiency to be able to attach parts of a specific level to the weapon. So at level 1 prof you can attach standard parts onto an AR, at level 3 prof advanced parts, and finally at level 5 prototype attachments.
There would also need to be a new skill for said attachments (or attachable equipment). So you will still need to invest sp into it an buy the skill like any other equipment to use the corresponding levels of it.
The attachment would also have CPU/PG requirements, not as large as other equipment but a fitting cost none the less so attaching said parts to a weapon in turn increases the ISK cost and reduces the available space on the power grid.

Well, in the sidearm DevBlog, they stated that initially the MagSec would be without the pictured silencer, maybe this is something on the horizon.
