TL;DR - Suit changes are major and the respec is justified. Weapon changes are relatively small in comparison and not enough to warrant one.

Rebalances don't get respecs. Never have.
Role changes on the other hand, the kind the dropsuits got & weapons didn't, do warrant respecs.
The proficiency might warrant a reduction to its skill multiplier, and that's about it.

I'm no closed beta vet or anything. but after seeing Carbon and the actual potential... yeah. I'm not sure if it was the engine thing or whatever had happened back in the day or not. (honestly probably not, people can make a masterpiece out of a turd, all about that concept and approach)
Sometimes I think you guys just hinder the process instead of help the game. but I can see where both sides are coming from, don't really wanna point fingers here.

CCP needs to start cleaning up the messes they keep making or at the very least take responsibility. Unfortunately Uprising 1.8 is not looking like it will achieve either of those goals.

Its changing what the skill does
How can changing what a skill does not warrant an SP refund ??
How can tying in equipment to racial logi suits not warrant an sp refund of equipment ??
PS changing weapon range and damage changes a weapons role .. obviously its primary role is to kill but changing how it does that based on range and damage directly affects how it fulfills that role thus weaponry should be refunded as well
Windows of opportunity = vehicle refund
Why does increasing TTK and changing suit roles not merit an infantry SP refund ??

Range and damage changes as well as the addition of racial parity for rifles
hmm minor rebalance ? Imagine if sniper rifles had their ranged changed to 10m to become cqc weapons and had their damage reduced by 50% ... Range and damage changes = change of a weapons role = SP Refund

The proficiency skill in 1.7 increases damage output. Guess what it does in 1.8? No respec.
The only weapon I'm aware of receiving a range alteration is the laser rifle. It was originally a long range engagement weapon. The change has returned it to that role. So nothing warranting a respec there.
Logis are equipment specialists. They're supposed to be tailored to equipment. The equipment you've skilled represents a role you have chosen. Weighing what you can do with the slot layout of a logi vs which equipmemt piece you want to optimise is exactly the kind of meaningful choice the game was always intended to have. No respec. The reason tying equipment to suits doesn't warrant an equipment refund is because you're getting a suit refund. Retaining your choice is achieved with one or the other, no need for both.
Reducing the damage of OP weapons is not changing its role. Neither is "being the only rifle anyone wants to use" a role. No. Respec.
