Not as bad as the ScR, thing is you can still "sort-of" hit scan with the CR; because, and you'll hear other top tier players say this, when you get the "tap" or rhythm down perfect with the Boundless Combat Rifle it essentially fires like an automatic weapon (incessant tapping is in fact detrimental to your DPS as the gun locks up) thats why I find no need to run an assault CR but to each his own.
The ScR is a lot more "finicky", the biggest issue for me is that I fire faster than the game is capable to keep track of, input lag is a huge factor since in PC fights overheats are usually a single click away.
And with a gun where your opening shot is the deciding factor, frame rate lags and freezes are often bigger threats than the red dots.
I've had 7 patches worth of experience with the ScR in PC games, It's an amazing weapon when the stars align and the game runs smooth but any other time; CR errday

The RR is just an I win button at any range.
You can't push a point as effectively with an RR as you can with a CR.
Camping a point is another story
