Remember a few things.
1 The battle of vankolf originally stated 7 frigates one unarmed mothership vs a fleet of 10,000; this has been redacted to about 30 jovian ships of mixed sizes and 2,000 ships lost. All non capsuleer.
2. That battle was nearly 200 years ago
3. Our ships in the span of 10 years have nearly multiplied in combat strength that much. A battleship from 10 years ago would get nearly instantly vaporized in a single volley by modern battleships these days. This is based on both numerical and lore gains since then.
4. Capsuleer ships are on par to 10 regular ships give or take in terms of performance as well as crewing requirements.
5. Jovians had reached a technological dead end they admit and the whole reason why we were picked as their inheritors so to say because we're going in directions and advancing in fields they never have before. For example US dust soldiers is beyond jovian tech. So the rate of jovian advancement nearly hinges on the rest of new eden which does not believe it has hit a dead end yet.
6. nobody in new eden (npcs included) have seen a live jove in over 8 years.

They use remote sensors and highly advanced stealthing/cloaks to spy on others, They also use proxy agents, jovians themselves are never known for dressing up and mingling as something they're not.
