Rather than have it increase damage at all, let's have it improve another aspect of the weapon. AR proficiency could increase ROF. RR proficiency could decrease kick. HMG proficiency could decrease dispersion. MD proficiency could increase projectile speed. Shotgun could increase optimal.
Whatever the bonus is, anything other than a flat damage bonus, especially one so biased against a particular type of tank, would give each weapon some aid that isn't directly increasing the damage.
Best PVE idea I've seen.

not a bad idea, but just remember proficiency is a skill at using the weapon not mechanical change to the weapon so the bonus would have to be relevant to a skill of handling the gun.

Damage is modifying the gun itself. As is the current decreasing kick, or increasing splash radius. Proficiency can be anything, just as it is in Eve. In Eve we can upgrade everything, from optimal range, damage, tracking, falloff range, everything. Proficiency should either shore up the weakness of a given weapon (shotgun optimal range) or increase what it is good at (AR ROF)
Best PVE idea I've seen.

I think this would be the way to go but there is absolutely no way to create 20+ unique proficiencies that are balanced. CCP cannot do it.
In your example the AR gets a ROF increase (huge, basically a damage mod) while the RR gets less kick (sucks). HMG decreases dispersion which is actually a bad thing, we don't want pin point HMGs. Shotgun gets range increase which brings up the issues of the old sharpshooter.
You brought up 4 examples and none of them were balanced, do you think CCP could do it with all weapons? |

Proficiency skills are fine. Also CCP is planning on introducing mastery skills that further improve usefulness of things at least for vehicle skills. They could do the same for infantry weaponry. |

Hmm I read RoF increase which would make sense and is by no means a damage buff, sure dps gets buffed but damage per bullet and clip would stay the same...
A general buff on proficiency is boring and stupid as all weapons have different strengths or weaknesses sure the damage buff helped all weapons but I would rather see a more specialized bonus that directly buffs the strength of a weapon or covers a weakness.... |

Hmm balancing is a factor but if you look at the current assault suit bonuses they aren't balanced at all. As I said I would prefer a bonus that directly refers to the weapons flavor...
DPS boost for AR would be fine ist menat to be short range high dps weapon.
LR could get heat reduction which should help the weapon in a good way.
RR could get charge reduction or optimal Range buff (and no the old sharpshooter was not the same) even a damage boost would be ok (if rof was brought in line)
There are so many possibilities to further differentiate weapons through skills that the flat damage boost seems boring and not creative at all. |
