What about the Caldari don't you like? The Caldari are one of the coolest factions in lore and have a unique play style with the shields, not to mention with the coming proficiency changes in 1.8 and everyone using combat rifles and rail rifles, having a lot of shields will be very handy.

I started over when I had over 7 million SP in Gallente stuff with a lot of transferrable skills and whatnot considering both Gallente and Amarr are armor races. It's just the knowing that you are not the race you want even if it means nothing and not having the proper portrait and not being in the proper MQ, it nags at you especially when you figure you can start over from scratch and soon enough have what you want. Especially if you plan on playing Dust for the long term. This guy states he started over 6 times, that's about in line with how many times I did as well. We're both thinking in a long term mindset and if this is a character you're going to be sticking with for years and years then better make it something you absolutely love.
So I'm not going to dissuade him if he really wants to be Matari, and you guys do have a pretty cool MQ for your theme and such, but I will still question why he wants to make the change; not because I dislike the Minmatar (they are actually my third favorite race), but because given that he is one of those people who is willing to start over for this then he best be sure he is absolutely positive it is the race he wants to go with.

Not quite sure what you're trying to say here, but I think you're saying it's hard to hit a Minmatar suit? In which case, it is harder but not some huge challenging feat either.
