No Light weapon aside from the Sniper rifle has a range that exceeds 100 so this method that I am about to write works as long as CCP doesn't make a automatic weapon with an optimal range past 100.
Basically we start Damage at 1000, every point of optimal range is a -1% penalty to that then add (Subtract) - 200 to the final number if it's automatic, 150 for burst, and 100 for Tactical; and finally an extra - 200 if it is a side arm. For the base weapon, from there we add a multiplier based on its tier which is 5% per tier, Tactical weapons get an extra 1.15 damage per round multiplier and burst 1.15.

Those SCR changes you suggest are pretty dire.
You have long since made your choice. What you make now is a mistake.

Its only because I used 450 as the base rof to calculate DPS and DPR, I have no idea what the average ROF is, if you could give me a number I can fix it
