I agree with all of the changes but the breach. That breach RPM buff is excessive. That puts it at 563 DPS, and it's full-auto so you're going to get that automatically. It still has a very short clip size that empties in less than three seconds with that RoF, but that's an absurd amount of damage output.
Putting a new RPM at 500-600 would work better.

No, it doesn't. The only difference MIGHT be light weapon operation but it's hardly the only one requiring it at 3 and the difference is marginal.

Oh yes, it's going to the bottom of the heap. Why should it be there? The reason is not SP, because the difference is so marginal if it even exists (which it doesn't, in many cases).
Considering the HMG is going to be pretty much de facto the most powerful infantry weapon in 1.8 and heavies are going to be spammed left, right and centre I don't think you have to worry about that.

Fun fact: The Amarrians are poorer than the Gallente. The Gallente have the strongest economy in New Eden.

I am not sure if it is the only weapon but it is one of very few that only requires weapon operation 1.
Oh hey, a marginal SP difference of about three matches in pre-requisites. You're completely right. That should absolutely mean that the weapon should be trash.
