However, I have come up with a lore friendly way to integrate PvE into Molden Heath.
Pirate NPC Drone Swarms.The very same Pirates that the Thukker Tribe invited the Clone Mercs to act as a deterrent against as explained here:

With that being said, I propose that the simple game of
Slay be used as inspiration.
Dev Blog: Helpful Guide to Playing SlayDrone infestation takes the place of the terrorist mechanic.
The idea is basic. If your corporation secures districts and there is no activity on them for a period of time it will be seen as abandoned and thus invaded by NPC Pirate Drones of the Angel Cartel.
Failure to clear the drone infestation will result in a loss of clone production (passive isk generation) and the eventual loss of the district.
The NPC drone infestation should take as long as an average skirmish match to clear.
The infestations can also occur randomly across all districts if the Devs deem it a more effective mechanic.
The result is dominant corps and alliances will have to actually police their holdings as per the agreement with Minmatar's Thukker Tribe, and it will discourage corporations from taking a disproportionate amount of districts in Molden Heath.
With Planetary Conquest being the "End Game" of Dust 514, it only hurts the growth of the community if the few districts available are out of reach for the majority of corporations.
This mechanic will also allow for an expansion of districts due to the fact that corporations that turn inactive or incapable of policing their holdings will lose them to the Angel Cartel.
In my opinion, the Angel Cartel should always have a role in Planetary Conquest as that reinforces the very Lore of Molden Heath.
This integration of the Slay "Terrorist" mechanic makes that and the expansion of the number of districts available to corporations interested in Planetary Conquest possible.
