I hoping that I completely misunderstood what you are saying. If not then I have one more question, what was the true goal of the hotfix according to the higher ups?
PS: not whining, complaining, and or etc.. Just a consumer wanting answers.

PS: not whining, complaining, and or etc.. Just a consumer wanting answers. A battle with no one in it at all will automatically count as an attacker loss with no refund of the clones or clone pack. While you can still technically lock a district, you can't do it profitably any more. We're also looking at some other changes to the system, but I'll share the details of those once they get locked in for a later deployment. Thanks for the reply LogiBro (man you are quick). One last question and I will shut up and wait for 1.8 to drop.
What happens if the attacking side enters in at least one guy but then he leaves just to preserve the clones/isk, what would that do?
