The correct answer to all of this is: None of your character data is stored on the PS3. Everything is stored on the Singularity server with EVE. Change of engine is irrelevant, as typeID's willpretty much auto associate with the corresponding items in your inventory/market.

Unreal is good and all, but not really suited for Dust.
I would suggest building their own engine for PS4 slowly gathering their resources to maximize what they can do for what they have available and what they want to give out.
If course, this is a major risk since it is time consuming and I assume the player base won't want to wait. We never do.
They already have their own engine, and the original DUST was built in it. Its called Carbon. Eve's merc quarters and character creation uses this engine.

And made it able to take their old assets now if they move to it? As I understand when they went from carbon to unreal they basically had to throw all the models away.
I'd imagine that part of the reason everything is so slow to reach us is because they're attempting to develop assets for carbon on the ps4 a few years from now. We're doing the legwork for them in terms of balancing and numbers while they do the models and maps.

They could've at least tried to optimize it for the PlayStation 3, but choose to go with Unreal Engine 3. The Dust team has changed over time and are slowly walking in the right direction. Who knows? They might even pull a modified Carbon back for the PS4 and not fry them. ... Or put Dust on PC. Either works.
The ps3 can't handle Carbon. It just can't. You'd also be looking at a 12 gig game as opposed to a 3gig download.
