From the perspective of someone who's not a member of the CPM and who'll probably never want to be (although getting advance notice of the way the game's going to be developed is tempting), the CPM, just like the CSM in Eve essentially boils down to a focus group for CCP. It's someone the dev teams can run plans past and get feedback from players about those plans and to pass on viable ideas from the playerbase.
The CSM in Eve is managing to get some level of respect from CCP Reykjavik with more dev teams coming to them for opinions, ideally it would be all of the teams, but as the whole player council thing is unique to CCP games, it's taken some time for the role to develop.
The CPM should theoretically act in the same role between CCP Shanghai and the Dust players, whether that has happened or not yet, I'm not sure. it maybe that CCP Shanghai and the CPM haven't yet taken full advantage of the work the CSM have done in setting an example of how it should work.
The idea that the CSM and CPM should be player elected is so that, theoretically at least, the issues that the majority of the player community have are brought to the attention of CCP quicker and addressed rather than, as happens in the vast majority of MMO games, ignored for the most part.
One of the problems with the CPM process at the moment, is that Dust doesn't have the same level of metagame and community as Eve has yet, which is a large part of how the playerbase in Eve knows about the CSM and their views before the elections. In the past, for example, the Crossing Zebras podcast interviewed the majority of the CSM candidates before the election and interviews sitting CSM members each month or so, the pre-interviews are actually switching to the Cap Stable podcast this time around as one of the Crossing Zebras hosts is actually running for CSM. As far as I know, there is nothing like this for Dust at the moment. Even if there was a blogger, or blogging community who would conduct in depth interviews with CPM candidates before the elections, it would be a big help, and save people having to wade through dozens of pages of forum posts to find out what a candidate's platform is.
Personally, I'm not sure that CCP appointing CPM 0 was the best idea, they probably should have held off a year or so untill some level of community had properly assembled and held elections. But what's done is done and we just have to move forwards from here.
