Why yes, you COULD use damage mods.
You could also, if you chose to, use myofibril stimulants.
The ability to use something does not mean it isn't a laughably pathetic option.

Damage mods are still a pretty nice option, everyone is just comparing them to now and that's a mistake. Just because it's less effective than now doesn't mean it's not effective.
Dust will still compound damage the exact same as it does now, that's a big bonus to damage mods.
Damage mods will aid in raising damage against whatever type your weapon is not good against. Plus it will be huge help against the type your weapon does increased damage to because it still compounds with proficiency. |
