The Empire itself doesn't sell weapons, the Corporation like Carthum and Viziam might however.

I could get any training anywhere in New Eden, and there are many expatriats who would be willing to give me proficiency in any racial groups weaponry and armament....not only that but characters my also be naturally talented, etc at making use of such armaments.....
There is a difference between a technology designed to integrate horizontally across its own racial tech and the natural proficiencies of the wielder.
