Then the Amarr would be better armor tankers while the Gallante would be better CQC brawlers, since they wouldn't be hampered by heavy plates anymore.
I think it would work. Though the Minmatar would need 35% faster Shield recharge (7% per level) and the Caldari would need 25% more HP from Shield modules.
This should be an bonus to all Gallante suits not just assaults.

I would love to be able to run Full reactives on my Gallente but even if that fit was viable now it will be outclassed in 1.8 when Caldari's can passively rep 40 HP/s :O
I think that armor will be UP again when people realize that passively repairing shields is so much more useful than armor repairing, specially when NOBODY USES ARMOR REPAIR TOOLS, and triage hives are nerfed to crap.

Min assault has crappy shield repair, it is obvious it needs a buff therefore it isn't a fair comparison. IMO the shield repair from the Caldari and Minmatar should be switched...

These things are like double rainbows sprouting from a unicorn horn In all honesty though, you can recover 90% of your total armor in 30 seconds with the fit i just mentioned, which seems about right, but just goes to show that shields need better regeneration
Depends on the build and the suit, but I got this with 1.8 stats with the same modules you chose.

474 SHP 120 AHP 594 THP (assuming 4/6 using 6) 23.05 seconds to full HP (ignoring armor repair)
Time to kill at 400 DPS 1.485 seconds
In a non dual tanked, non damage buffed scenario the Caldari has the advantage over a repair/armor tanked Gallente suit, both in Total HP (3.1%), Time to Kill (0.04%) and Faster repair (38.6%).
