Remote explosive needs 3sec kd timer after drop, before activation. Otherwise, this is grenade with 1,5k damage.

I'll try to explain my thought: RE should not be able to be activated immediately after installation, must be present certain period of time, after which you can explode (beep-beep-beep, ready!).
Without this option, the suit meager price becomes an instrument for the impunity destruction of property of substantial value.
ProScouts must have bonus to reduce RE time-to-ready.

Correct tactics. As scout, you always have 2-3 seconds advantage over time, which gives you speed.
What I suggest, should prevent jumping to enemy head in order to mutual destruction.

2 heavies died that day. heavies generally cant get out of range if there is a scout running at them. only option is till kill the scout and hope the res dont go off after its dead. The optimal range is a 3m radius for the 1.5k dam but they still kill people further away easily.
Correct. Nobody using cheap equipment actuated via 1kk SP should not be able to destroy the enemy using expensive equipment actuated via 15kk SP by applying the stupid "Scenario of mutual destruction"
