Its been stated in interviews that it's only called 'exclusive', there is nothing keeping it from M$ systems, the PS4, or the PC.
However, M$ was difficult to work with (connection to Tranquility wasn't something they liked iirc), PC is cannibalization of their playerbase as is, and if this thing was just pure ported to PS4 it would look so old and dated. However, if CCP can get the Carbon engine to work on the PS4, we may be in business.

This is nothing about ps3 or ps4 its only about optimalization, what is directly CCPs failure.
A decent chunk is the Unreal engine. Its a premade engine and CCP just twisted it to do what they needed. Every game you mentioned is made on an in house Engine.
The Uncharted series was made on the Naughty Dog engine (they've been making Sony games for forever, and their close relationship with Insomniac, Sucker punch, and other Sony studios (being a first party), has allowed them to make one killer engine).
Infamous, while I can't find the official name, is also a custom engine developed by SuckerPunch. Combined with the close relationship I mentioned above, they also were able to build a pretty decent engine.
tLoU is run on a currently unnamed engine (that I could find quickly), but it is more than likely another upgraded variant of the Naughty Dog engine used in the Uncharted series.
GTAV, being the only third party game, is none the less built on the RAGE engine (Rockstar in-house), which can be pretty impressive, but can also have some drawbacks.
I'm not saying CCP did the best job optimizing Unreal, but, its still not their own in house engine. If Carbon had worked on the PS3, who knows where we could be now.
And if CCP would just port to the PS4, it would do no good, not on unreal...
Fingers crossed secret programming team has been working on Carbon engine release of current assets for PS4.
