I think most CPM candidates would listen to anyone that has a suggestion that would benefit the game as a whole. The CPM is supposed to be the representatives of the playerbase so its usually going to be a 'good of the many' situation as far as evaluating what suggestions they should back though.

Of course anyone standing for the CPM would have to be open to all views and suggestions expressed to them.
That being said, there is such a thing as a bad suggestion from the community. For every nugget of gold you can find on the requests forums from players, there is a chuck of Pyrite.
As has been said before, the CPM is an advocacy group, working for the interests of the players. They are not game designers. They can fight for a particular featured request and ensure that ideas in the pipeline from CCP don't impact the players in a bad way that the programmers might not envisage but at the end of the day it's CCP's decision to go with what they plan.
But the beauty of the CPM is the NDA that they operate under. That way they can be shown concepts and ideas from CCP at an earlier stage and they can then point out the strengths and weaknesses to CCP before they even make it beyond alpha stage.
It may be that an idea that a player has can't be done or even there is something better on the way from CCP. From what I understand, CCP have already shelved some plans because the CPM said it wouldn't work.
This might not be the answer that some want to hear but the truth is, simply telling the CPM an idea is no guarantee that it will make the game.

Can I just copy/paste Kevall's response and pretend it's my own? ;) He's spot on.
Note that all candidates will have an open door for you to come talk to them. Pretty much everyone I've talked to among the CPM candidates pretty much have their heads' on straight.

One of the main jobs of the CPM is to be a link between CCP and the community, so listening to players in any aspect, especially in regards to those who have feedback and suggestions, is a main focus.
However, as Kevall said, just because a CPM member has read someone's idea does not mean that it will instantly be fast tracked to the dev team and be added to the game in the next patch. The CPM will pass community backed ideas that are well thought out to CCP, we cannot force their devs to work on it instantly

I feel like Kevall Longstride said it perfectly. The CPM's job isnt to provide their own insights on the game, but the community's.

I think that although there will be obviously insane ideas put forward by the community I'd like the CPM to consider some of yhe marginal ones for suggestions to CCP. not demanding them obviously but asking for the viability of said suggestion. Sometimes the out landish is more viable and easy to achieve.
There will be obvious requests like complete suit, weapon and vehicle introduction along with PVE and an open market and eventually a more in depth link to EVE. but sometimes the smaller suggestions that get iver looked are within thier power to achive and boost moral in the community.
The CPM should remember to nudge and not push.

Obviously I'm going to listen to everyone who ask me anything. I will however go out of my way to ask CEO's and Directors (big corps and small corps) for direct feedback in issues like:
Planetary Conquest Factional Warfare Corporation Management Tools
If all goes well and I am elected, I will be annoying your leaders more than they are approaching the CPM1.
I think communications is a strong two way street, and it shouldn't just be the cpm waiting for people to approach them, they should approach the community too.

What you have to understand though is that theres a lot of noise out there (1000's of posts/postees). So our job will be to sum up the many feelings and thoughts of the community as a whole, while picking out the gems. Then relating the information back to CCP.
