seriously, i think the only reason people are using regular armor plates is because they cost less to fit. if they all had the same pg/cpu penalty, it might actually makes players think before choosing. right now basic/enhanced/complex armor plates are the obvious choice because they offer more HP while costing less than their reactive plate/ferroscale plate cousins.
making them all cost the same as regular armor plates woud effectively give players a choice between having lower armor hp but no penalty to speed, having a higher armor repair rate, or being tanky and slower than most, but with the most armor hp.

if by OP, you mean everybody is tanking it, this is meant to fix the problem. we may actually get people with less armor hp, but more speed, ect.
seriously, did you even read my post.
and trust me... back when shields were stronger than armor, it was actually more OP than what the 'OP' armor of today is.

Once CCP does the much needed TTK fix then the lower buffer and faster recharge of shields will be much more useful. Right now brick tanking is the only way to go, which armor does better. You got 2. and 3. to get something closer to the mechanics of shield because ppl demented it long time ago (one time shield was op).
ah. yea that was a misinterpretation on my part. lets say all of a) becomes low PG/CPU. they still will retai advantages and disadvantages. in 2 you still have no way to repair armor, thus making it ineffective. and anyways, how often do we even see usage 2 on the battlefield? i must say i never have.
as for when you mentioned shields, i know. i said it above. and i was present during that time. i was new to the game, but i was there. those were the days when there wasnt even as much of a variety in suits. the only assaults were caldari, the ony heavies were amarr, the only scouts were gallente and the ony logi was minmatar. no basic frames or any different racial medium frames either.
at that time, shields were OP not only because they were stronger, but because they recharged so fast too. im not asking to make armor like the old shields.

Except ferroscales should be percentage based Reactives are useless really. Armor and shield needs damage resistance modules. Reactive offer reps. If the reps increased along with the tiers, it'd be better.
the reps do increase along with tiers, but barely.
anyways, fixing reactives is for another topic altogether.

effectively making it not op. tanking it has its disadvantages as much as sheld tanking does. thats why my assault gk0 and assault g/1 suits are both shield and armor tanked, which has its disadvantages too.
