The Amarr Scour will make the Minmatar Assault look like a light Frame, prediction.

The Minmatar Assault is faster than the Amarr scout as well, has 75-ish more hp with bonuses, another slot, and a combat related bonus.
The Amarr Scout has a built in armor rep, has an infinite amount of stamina and can have the most HP out of any of the scouts (and the extra stamina negates the speed penalty). Also the Amarr Scout automatically stays off of Advanced Scanners, something the Minmatar Assault Can't do. I almost forgot, the Amarr Scout has two Equipment slots.

Amarr does not have a built I armour rep. That is a trait of the Gallente Scout.
Are you sure? I remember reading last month that it had a 1hp rep built in.
