In my opinion, players shouldn't be heard unless something really IS wrong. You can't please everyone.
CCP should try balancing the game by themselves first. Then, they should test it. Can't use a test server thanks to Sony? Tell them that it is necessary. If they still won't budge, bypass it with stone other method. Use the "other contracts" to test the damn game. If something is OP or UP, balance it. Found a bug? Fix it. Not happy with the way something works? Change it.
Then, once all that is done, let the players get a taste of the game. If they like it, your job is done. If they cry and have actual evidence that something is completely OP and not working as intended, then change it after you browse through the evidence telling you that it needs work. If people call OP on something that killed them, but is working as intended, don't change it.
The game is being made by CCP, not the players. This isn't open source. The idea is likable, but it won't get you far unless you have a truly unbiased, trustable player base (something hard to achieve in a F2P game).
