So what if we made passive scans based on movement?
A heavy sprinting shows up clear as day, while a scout crouched down won't register.
A suit's displayed sig radius is what can detect you at a dead stop. Say a suit has a sig radius of 50dB. Standing perfectly still he'd be scanned by anything more precise than 50dB. Let's say he starts sprinting. His sig radius would increase to 75dB because he is running, so now anything more precise than 75dB would pick him up. If he stops running, his sig radius returns to 50dB, so now you'd have to be stronger than 50dB to pick him up again. Shooting would increase sig radius by a huge amount, meaning once you start your attack, everyone knows about it.
Have it so that the closer you are, the more precise your passive scan is. A suit can scan anything 50dB and above at 10m, 55dB and above at 20m, 60dB and above at 30m, etc. So the closer you get, the more likely you are to pick someone up.
Return shared tacnet to people in your squad only. Now anyone your squadmates detect show up on your tacnet, assuming they are in range of your tacnet to display. Team shared tacnet would be too much, and this encourages squad play. Team shared tacnet can be for when we get team deploy (ha.)
Active scanners instantly take a snapshot of whatever is in front of them, like they will in 1.8
This makes stealth more than just piling on dampeners til you beat the scanners. This means that if that scout sprints into a building willy nilly, he's going to be detected and shot up. If he enters quietly, he may slip by unnoticed. Have it to where moving while crouched does not increase your sig radius. Scouts get an inherent bonus to crouched walking (suits move at 50% speed when crouched, light/scout suits move at 75% speed as an example)
This emphasizes scouts role of being undetected. Stealth won't be "throw on dampeners until an arbitrary number is reached" it'll be "I need to be careful because if I move too fast or start shooting too soon, they'll catch me."
Stealth as a playstyle, not a module.
Best PVE idea I've seen.

Basing it on movement is for several reasons.
1. Lore. dB means decibel, which measures sound. A heavy is much louder than a scout because of the weight.
2. It emphasizes stealth. Stealth is about moving quickly and quietly. Getting to your objective unnoticed. Movement is key. So if I run in guns blazing, which makes a lot of noise (see reason no. 1) then I am not being stealthy, so I should be found. If I go in quietly, and nova knife some mercs in the back, then I am being stealthy. I get to kill without being seen. An assassin.
This also leaves room for stealth weapons. Perhaps a magsec SMG is modded to be very quiet, so it causes the sig radius (measured in dB) to barely rise, if at all. Thus in keeping with being sneaky. As a limiting factor, we could only have stealth sidearms, meaning you sacrifice the power and range of a light weapon for moving unseen.

Shield extenders would make sense to make it easier to be detected. EWAR could be something that scrambles the tacnet in a given field, like a reverse active scanner. But for game reasons, Movement should be key. Even if it doesn't translate over to Eve perfectly, gameplaywise it makes things dynamic and fun. Sneaking by a squad to hack the point they just left, or ambushing a heavy/logi duo because neither of them heard it coming makes for some interesting gameplay. Add in tacnet sharing, and scouts can now give intel on the enemy team, without being found themselves.
Best PVE idea I've seen.
