Yes but not all suits have 600 base armor to stack 135 HP plates ontop of either , plus ARMOR UPGRADES WHICH IS 25% extra total armor so ya ARMOR BUFF COUNTS BIGTIME!

A) complex armor plates give 148.5 HP due to efficiency bonus from skill B) almost none of my Heavy fits use plates as reppers allow me to survive more than one fight and biotics mitigate my vulnerability to open spaces
Look, Mr nitpick, I just tossed out a random number cuz I was tired, either way, plates got a buff.
You have a skill called " ARMOR UPGRADES" which increases the total armor on your suit, since plates got a buff your extra percentage of armor increases end of story.
