Only the Minmatar Scout will have team value, all the other races would just be good slayers.
lolCloak, its going to be absolutely useless! I bet it even deactivates from fall damage

I don't really wanna hear about pub gameplay because it's simple. PC at least has another way of thinking than what Pubs promote.
If a Scout's radar is changed so that it is shared with the squad, and vice versa, then we might see more use for the Gal / Cal Scout in Competitive gamemodes. Why? Because where as the Active Scanner offers a tight scan angle, limited visibility, and a cooldown, the Scout's Passive Scans are always active, and always relaying information in a 360 Degree Angle.
The only reason I say Min will have the most team value is because of the hack bonus, a Min Scout with full bonuses leveled out, and a Complex Codebreaker can hack an objective in roughly 4 seconds, can still run quickly and get under scans, and fit a decent shield tank.
The Gal and Caldari will be able to get abnormal amounts of HP (For a Scout) while still being quick and preventing scans, but of course, their usefulness to their team depends on the Equipment used since they dont have a bonus like the Min.
I still have no clue how the Amarr will come into all this, probably just a faster Assault.

What about active scanning? People talk about Gal-Logi scanners as if they are not fully comprehending the extremely drastic changes to scanning mechanics.
The gal-logi is going to have to actually know where to scan first or just end up wasting a cooldown.
The Gal and Cal Scout will be in prime position to scan out the meat of the enemy force because they already have 360 scanning - the Gal-logi will have to rely on squad mates to call enemy positions to scan. Even then, the gal-logi may have scanned 2 guys heading for Alpha - but no 360 spins means missing the squad nobody had eyes on heading to Charlie.
I'm just a noob who never PCs so I wouldn't really know...
Yeah, Active Scans will definitely take a well deserved hit, I was just saying that maybe the game should relay a Scout's passive scans to his squad without having to rely on callouts from the Scout.
