Wait, so you're having FPS issues right?
FPS issues are commonly referred to as "lag" in the english language. It is, however, an entirely seperate thing from actual network lag, which should never degrade the amount of frames your PS3 renders per second (unless the cause of network lag is a DDoS attack on your console but let's not get ridiculous here)
Try a fresh install is all I can offer if I understand your post correctly.

I have tried this in the past and it has not fixed the issue. I believe it is a problem with the map itself and cannot be fixed by the end user. Quite possible. But for this to be the likely culprit this issue should've been a common experience for most/all players. 0.1 FPS (if you're not excaggerating by two orders of magnitude) is outrageously bad.
Just to be sure: Can you confirm what you are experiencing is the image on your screen being as a whole completely still? No running but not actually moving characters, no looking around, nothing?
There have also been reports of older PS3 having massive framerate issues in dust. Are you playing on a fatty by any chance?
Edit: to edit. That covers about all the steps you could do on your end that i know of.

Ok. That's your PS3 struggling for some reason then. Only thing i can advice at this point is submitting yet another ticket (oh jolly, i know ). This time try and make sure the support dude doesn't misconstrue your issue for some network related thing. First thing would be to strictly avoid the term "lag" because that's almost certainly not what's causing your trouble.

I appreciate that you are trying to help, but I know that it is not the machine that is having issues due to all the test I have run on it since the match. Everything you had suggested I had already tried due to issues I have experienced since CB and troubleshooted already. If it were as simple as you say, hardware, then my squadmates wouldn't have been having issues as well. With this I wasn't trying to say that your console is the problem, mind you.
