It's split for a reason.
The way they have it setup now is "Light Weapon Operation" reduces CPU for any light weapon. CPU is generally more plentiful, and the skill to lower CPU usage is global - it impacts all light weapons (just like Sidearm Op or Heavy Weapons Op).
PG is rarer and a more finite resource on most suits. So, they put PG-saving skills behind proficiency and jacked up the cost (the system was different prior to last May).
That's the idea anyway. You get one skill that lowers CPU for all your weapons, and is super efficient. You get a second optional skill to save you PG.
The relative value of secondary skills has been brought up before actually.
The devs stated it was their intent to eventually customize all those skills more individually to the weapons. You'll note (if you're very familiar with the weapon tree) that some skills have been altered since then. Others.. have not. The relative value of some of the skills is definitely still questionable.
It's not unheard of for a weapon fitting optimization skill to impact CPU instead of course. Plasma Cannon fitting will impact CPU instead. Plasma Cannons also have 0 PG at all levels.

If the highest possible PG on a shotgun is 14pg, then it's still has much higher PG reqs than a Plasma Cannon (always 0).
The larger issue is that the numbers for PG are so small that PG savings are always going to be marginal on the high end or non-existent on the low end. The shotgun is not in anyway special in that respect (it's average to high on PG actually). Plenty of weapons have relatively low PG reqs and receive very little benefit as a percentage of very small numbers tends to be very small.
The Mass Driver (14), Swarm Launcher (13), Assault Rifle (13), Sniper Rifle (15), and so on. The highest PG PRO-weapon in the game is Scrambler Rifle, which clocks in at 20 (just above the Forge gun, at 19). So, a maxed fitting skill will get you 5 pg. PG is more valuable than CPU from the standpoint of relative value of the skill, but yeah, the returns from fitting skills are inherently marginal.
I made various suggestions on this point in my previous topic, one of which to make the PG fitting optimization a flat additon (+1 PG per rank, and give any "overages" of the bonus as supplemental PG on your suit if you're using a low-fitting weapon).
This was raised in my previous topic that I linked, but producers and staff have changed since then. It's possible that the relative utility of those skills is of little importance to them.
