It makes sense, though CCP didn't take into account that there isn't a reason to use the CR on Minmatar suits over other suits. So while a Minmatar suit with a CR is good, a CR and any other suit is great.

The Gallante Assault is good too. I predict that CCP believed the AR was the ultimate light weapon so they thought it would be too unfair to make the Plasma Cannon as competitive as the MD or Swarm Launcher.

The Minmatar Assault is literally just a clunky scout, that doesn't even have stealth on its side. For 1.8 I predict that the Amarr Scout will be a better Assault than the Minmatar Assault.

Add an Enhanced Plate and Reactive Plate to an advanced scout, follow up with a complex damage mod. It's better than the Minmatar Assault.
