Iteration is needed on FW, yes. This is not the way to do it.
What are you expecting this change will achieve? It'll remove most casual FW players from FW, leaving a tiny group of FW nuts. That is all it would do. It would not make FW more fulfilling or rewarding. It would just bump up the queue times massively.
I get the strong impression that you are disgruntled with the Amarr losing and as a result you want to restrict it to just your small FW groups. Hey, maybe that might have a -slight- effect on balance (although people are likely to just enlist with the currently winning factions, if they enlist at all) but it'd come at the cost of a massive queue time for very little gain.
Is that really what you want?

There are plenty of people who would choose to specifically fight for one faction in FW and no others (barring the inconvenience of switching militias). You don't have to be some RP guy apart of an RP corp.
You may think there are plenty of people, but there will not be enough. We already have a small FW playerbase. Although that's in part due to it being a terribly designed gamemode, this change does nothing to change that.
Literally all it is doing is restricting the playerbase further.

To be clear - I am not against permanence in choosing a faction, and more consequences. I am, however, strongly against this particular way of doing it, as it would butcher the playerbase.
Here's what I posted to Aisha on Skype:
As mercenaries, I would like to suggest a more personal system. Essentially, you sign a contract with one faction - that is, you, personally - and agree to fight for them. That locks out the opposing faction. If you want to break the contract, you lose your LP and get your standings completely reset. Also, standings should be able to go negative so if you switch sides you deal with a significantly reduced LP payout for a while.
That gives choosing a faction permanence and consequences, while not throttling the playerbase.
