I am partial to the assault rifle but I don't like it's ADS. I've tried the combat rifle to some success and the scrambler rifle too. The others are still a mystery.
I could spit out a page long description of each rifle out at you, but I feel that that would still not do each weapon justice. My advice is to make an alternate character(you have probably noticed you can have three characters per psn account) and skill into all the rifles on that character.
After that you simply get used to each one and decide which one you like the most. Then you simply skill into that weapon on your main file if you wish.
On a side note do not put the passive sp on your alternate file, keep it on your main so he keeps making more sp even while you are experimenting on the alt.

The Rail Rifle is overpowered, to put it simply. You have probably seen people complaining about it on the forums. It has great range, amazing DPS, and its only downside is decent kick, which at the higher levels you don't notice as much. The one thing though is that CCP has confirmed a nerf to the RR so don't expect it to do as good as it is doing now. It will still be good though, it just won't be as good.

That was probably the Tactical AR. I don't remember the normal AR ever having a scope, but someone correct me if I am wrong.

Post 1.8 the AR will probably be worth the spec, as it isn't getting nerfed as hard as the combat rifle.
As for the ACR vs. the CR I feel that is down to just which one you prefer, as you can't quite achieve what you think would be "full auto" with the normal CR.

I've seen people use it really effectively, and I have had a friend tell me it was great, but I have not used it myself.
