I didn't read all of what Snow Turtle said (sorry but I'm not into reading a lot today, just skimming), but I can give you the gist of it.
Assault Rifle - The Gallente Assault Rifle is a fast-RoF, medium-damage, low-range weapon. Notice I bolded Gallente. The Gallente, as a race, dedicate all of their technology to very close-quarters. Outside of 30 meters, you're pretty much useless, but if they step anywhere near you, they instantly die. That's why the Gallente made the Shotgun. Damage Type: Hybrid - Plasma (+10% VS. Shield / -10% VS. Armor)
Rail Rifle - The Caldari Rail Rifle is a medium-RoF, high-damage, long-range rifle. The Caldari as a whole love their long-range weapons, which is why the Rail Rifle has the #1 highest range of all Rifles. They like long-range, high-damage, low-RoF weapons that can wreck anything they hit. The only downside is their weapons have a disadvantage in close quarters (the Sniper Rifle has no crossheir, and the Rail Rifle has a short charge-up time*). Damage Type: Hybrid - Railgun (-10% VS. Shield / +10% VS. Armor) *The charge-up time isn't much of a downside. It's so short, you're only at a disadvantage for about 1/4th of a second. The Rail Rifle is also supposed to have a much slower RoF (It's the Caldari's counterpart of the Gallente's Breach Assault Rifle)*
Combat Rifle - The Minmatar Combat Rifle is a high-RoF, low-damage, short-range support weapon**. The Minmatar like using Projectile Weapons (and explosives, but there aren't explosive rifles), which have the fastest RoF of all weapons, but the lowest damage. The Heavy Machine Gun is an excellent example of a Projectile Weapon. A RoF of 2000+, but 15 damage per bullet. Like I said though, the range isn't great on these (longer than Gallente though), but if you can get within range, you can do decent damage. Damage Type: Projectile (-10% VS. Shield / +10% VS. Armor)
Scrambler Rifle - The Amarr Scrambler Rifle is a single-shot, high-damage, medium-range rifle, that has a built-in charge-shot feature. The Amarr enjoy using Laser Weapons, which are long-range, high-damage guns that overheat quickly, meaning that through lots of use, you can burn yourself and it will prevent you from firing. In EVE, Lasers also have near-infinite ammunition, being able to fire 10k+ shots without ever running out. Sadly, it was not put in DUST (at least not for Laser Rifles). The Scrambler Series, specifically, is built for headshots. The Pistol and Rifle both have insane Headshot Damage bonuses (the Scrambler Pistol does over 400% damage on a headshot, where the Assault Rifle does 120% or something like that). So basically: Aim for the head and be accurate. Damage Type: EM (+20% VS. Shield / -20% VS. Armor)
Laser Rifle - Another Amarr Laser, this is like the Scrambler Rifle, with a few differences. It's more accurate (no spread), does less damage per shot, but has a faster RoF. Damage is constant, because the Laser Rifle is what we call a "Beam Laser" (Scramblers are Pulse Lasers). The Laser Rifle also does higher damage the longer it's fired. So holding down fire longer = more damage. Excellent suppression weapon, as no one is dumb enough to stand in the middle of a Laser, because they know it gets hotter. It's either stop trying to assault the point and get into cover, or die. Damage Type: EM
