In all of the Eve fanfest and Vegas videos i've seen,CCP declares its desire to make a sandbox style game. A game where someone can build a castle and someone else can destroy it.
Imagine a sandbox,ok now imagine it square shaped and filled in with sand. The original intent of Dust was to have this idea at its base, "we give you the tools,and you use them" they said at fanfest.
But by limiting the ability for suits to specialise in more than a single thing,CCP has taken their finger and drawn lines in the sand,essentially saying "you can sandbox within this narrow area". So,lets say point A is the beginning of the line you're stuck in and point B is the end...you can sandbox from A to B or from B to A,but god forbid you try to go to C.
A way to erase those lines would be to have a carpet bonus per suit class,EG assaults receive weapons fitting reduction. But REMOVE race specific bonuses and instead add them to the skill tree.
So if an amarr assault wants to use a MD effectively they can,the same goes for Min assault using a ScR.
This is the only way a true sandbox can be achieved.

With regards to suits, we have many options in what roles we can mod our suits for. Now some suits are better at certain things than others, but that does not lock you into using what benefits the most from a particular suit. Our suits are not restricted into a single role.
What you propose would make having multiple suits obsolete because their unique bonus wouldn't matter.
Also, I think you've misunderstood the concept of sandbox because you used it when it has little to do with your actual argument. Customization =/= sandbox

I think the concept of sandbox is better illustrated by larger maps and longer, sustained battle periods. Having environments where assets and structures can be built/deployed, destroyed and repaired.
Also the connectivity to EVE through orbitals, PVE and a common market.
Once more of these points grow the amount of choice will only increase. We have to remember that this game is in permanent development.

1.Being good at repping then suddenly being a master of scans proves you're wrong. Logis had their HP regeneration removed because they were better slayers than assaults. So even CCP says you're wrong. 2.I love how you misquoted me. Each class would have a class specific bonus,but suit slot layouts wouldn't be the same. You couldn't be any more wrong. What you want is that basically every suit is able to do the same thing. Why have different suits to begin with then?! Sandbox means we can do what we want, not that every suit should be able to do everything. The suit specilication is important for a game like Dust, unless you want Uprising 1.0 back with Caldari Logis doing the job of an Caldari Assault.
Also basically tthis all has nothing to do with sandbox. What Dust currently needs to be a sandbox game is stuff like PvE and maybe even mining / industry. So that you aren't forced to go into a map guns blazing. It could also be interesting when Eve capsuleers have to contract a Dust mining corp to actually be able to efficiently mine on planets
