If you fire a gun, and then INSTANTLY start sprinting, you will sprint very slowly.
I have it happen very often with the scrambler pistol and scrambler rifle, but happens with other guns too.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

I'm not sure how you can abuse becoming slower.

It slows me down rather than speeding me up. It seems to reduce me to crouching speed. I got the same thing when I tried to sprint just as the 15 minute warning came up before down time. This stuck me in crouching speeds for about 60 seconds. During this time I stood up and crouched again a few times and the speed was the same. I am also wondering if it has anything to do with equipping Complex Kinetic catalysers?
Well, weapons slow you down where you are hit by them.
