Because the Amarr currently have no reason to, we have the Minmatar to guide to salvation. Risking open war between the largest two nations would only crush the stability recent emperors have sought to achieve for the cluster.
As for the State...... probably because they also have no intention of ruling the Gallente, they just want to be left alone to do their own thing.
That's not the say the Amarr couldn't conquer your pitiful excuse for and Empire.....now however is not the time for war.

Its more that the planet was in Gallente Space....and the Gallente defended their space well at Caldari Prime, but ground forces occupied that planet and were entrenched leading to what could have been the reignition of a large scale conflict.
Essentially the Caldari put the Gallente in a position where they had to accept the suggestion of Mens Rappola and accept a demilitarized zone status on Caldari Prime.
A moral victory for the Caldari even if the Titan itself was lost.....the opportunity for them to walk on their homeworld is worth the loss of such a military asset.

It's a debatable point to argue. The loss of a titan is a significant blow to the State Militaries, and a symbol of your Empire's power now lost.....
One could argue the Gallente had no real purpose for Caldari Prime other than its symbolic nature, and in your small victory, they inflicted another great loss on your people.
