Change PC district battles to war type battles. A series of battles where the corp pays the mercs to fight for the districts. Districts, regions, and planets should be able to be consistantly contested. Showing green areas of full control, and red areas being contested.
Your corp pays to issue an attack on a district, region, or whole planet depending on what they can afford. They can pay a base amount to pay mercs to fight on there side. They can also send there own mercs into multiple battles. The more they put into the war financially the better there warbarges, turrets, etc. Corps can pay for different types of orbital strikes, turrets, warbarges, etc. The more money they make by controlling the districts, regions, and planets the more they can afford. They can pay there mercs to run better gear, pay bounties, and build vehicle arsenals to assign their trusted corp members to manage. Roles can be assigned, and areas of interest assign to squads and teams to fight in.
The idea of one battle or maybe two turning over districts is stupid. This is why PC is broken. If they were fighting to keep control of these areas daily, and spending the money to keep the areas then control would be justified. Spending isk to build tank fleets, dropship squadrons, and running stronger warbarges would create financial balance, and stop the inevitable inflation that would happen when the market opens.
Unprotected districts will inevitably be under attack, and/or taken by attacking corps. Alliances can be formed for joint interest, and attacks can be launched. Corps can hire the mercs they want, or use their own. If mercs fight for your corps side they get paid by how well they do in battles. Solo mercs, small squads, and small corps can still participate in battles led by your mercs.
This will reward large corps ofcourse, but also active players. Giving players more to focus on then tank bush 514. Your area defenses should be just as required as good troops. Applying these defenses to areas you own should require a certain amount of control of the area.
Applying turrets requires 10%, better turrets 30%, supply depots 20%, more than one 45%, development of warbarges in that area 50%, etc. You get the jist of things. The more an area is built up the more it cost to maintain. Each district yields a different resource.
That brings me to my next topic. Resources. Different resources help build different types of equipment which will benefit different areas of interest like building tanks or lav speed etc. A corps skill tree along with individual skill trees would be an added bonus to these battles. Corp can really expand with this.
Wars could also be fought in infested areas for resources. (Hint hint PVE)
