I have an SSD. It generally makes load times shorter, but after the match has started I don't really notice any large performance gains. Getting to the warbarge, spawning on the ground, getting back to quarters.. all of those happen quicker.
As to the framerate, I don't think the PS3 HDD speed is typically the limiting factor.
People come up with all sorts of figures for human "FPS", but it's somewhat misleading to frame things in those terms to begin with. People are not computers and aren't bound by discrete consistent numerical metrics with respect to visual perception (like refresh rate or frames). Though on the "lower" end, ask someone if they couldn't notice the difference between the faster filming speed of the Hobbit vs. Lord of the Rings. There's also differences between concepts like "how many 'frames' can we process" and "what difference is noticeable".
There's also a couple values that can be easily conflated here. What kind of monitor do you have? Odds are the monitor itself has a refresh rate which can interact to some extent with the ability of the card output at X FPS, and the display itself can have latency between input being displayed and output being rendered.
Human FPS itself is vague. Are we talking about the eye? Are we talking about the brain? Your eyes are imperfect to being with. You think you actually see a complete field of view when you look at something? No. Both of your eyes have blind spots located on the optic nerve. Your brain interprets information from the other eye and surrounding information to fill in the gaps for you. Your brain is basically performing post-processing on the fly for you. Your brain actually does this with everything to begin with. You see everything upside down, your brain flips it for you.
At any rate, the point is that digitally defined issues like latency or refresh rate don't have direct analogs or connection to human visual processing which doesn't perceive in terms of "frames". Humans can "perceive" very minute differences in frame rate, whether or not it's something that detracts from presentation is a matter of subject and individual differences.
