It seems that Sony doesnGÇÖt allow a test server (as far as IGÇÖve read in forums). Nevertheless such a game option would be very valuable for CCP and players alike. What I have in mind is a specific game mode where every player would have every piece of gear unlocked and maxed out skills across the board. No rewards (ISK and SP), no WP and KDR statistic changes for the character (after the match). This would grant players the ability to try out everything (GÇ£try before you buyGÇ¥ approach), making more objective decisions where to burn the SP afterwards, train and test expensive fits or specialist fits without the fear of getting broke and... GÇ£proto-stomp the proto-stompersGÇ¥ . This would also diminish the demands for respecs (GÇ£try before you buyGÇ¥ approach). From the development side, this could actually picture what the game could be, since players wouldnGÇÖt be limited to any condition whatsoever, thus displaying a GÇ£free willGÇ¥ in the arena (being it for the bad or the good side, be it Tank 514 or alikes, a true picture of what the community and the game really is at heart). CCP could limit it to whatever they see fit to actually depict a scenario they need to gather data upon, letGÇÖs say, to Ambush one week, then Skirmish on the next week, specific maps, no vehicles, no AR, increased ranges, decrease in damage, nerfed mods, redline disabled, equipment spamGǪ the test possibilities are endlessGǪ They could even introduce new gear here before it hits the GÇ£realGÇ¥ game; receive data and community inputs preemptively, avoiding complaints on forums afterwards. All for a better game. |

The purpose of having a test server is not for us to be able to test things out for ourselves (your idea of "test before you buy") but for the developers to test the implementation of new features and code on the server.
In EVE, the public test server is Singularity (or Sisi) whereas the "real" server is Tranquility (TQ). CCP implements new features on Sisi once they are ready for to be play tested by the public. We get early hands-on on the new stuff before it gets officially released. Having all of us to play test helps to solve bugs and discover imbalances before the official release. That is the sole purpose of the test server. Your character on Sisi is a copy of your character on TQ which is done every now and then. CCP hosts test events from time to time which reward you with bonus SP on Sisi, which get wiped during the next character mirror. The test events are mainly to see how the server would perform under stress and offering bonus SP is an incentive to get as many participants as possible.
I agree that Dust needs a public test server to catch imbalances and bugs before they are officially released. I am not supportive of giving everyone max skills though, because it removes the core aspect of "living with your choices." (But prices should be slashed to like 10 ISK per item)
