This is a thread for the cloak whether it will be underpowered or not.
I think it will be underpowered as the shimmer will be too much

I think it will be overpowered when 700 armour damage modded scouts appear from nowhere.

I can ghost around people already with my 3 mill SP scout without cloaking; with cloaking they won't have any chance. Having said that, I'm not under the illusion that this will be some amazing frontline predator like deal and I have ZERO intention of ever heading into the fray as a scout with or without cloaking...unless circumstance requires me to in order to get from A to B.

It depends on the sound, if it generates a loud noise when you de-activate it, it will be UP.
Probably it costs too much pg/cpu for what it gives.
1.8 it's so secret that nobody know what will be in it, even after patch notes...

It will be niche, used for traversing the battlefield to set up flanking manoeuvres or for assassinating those pesky Heavy Logi Combos.
It's not make scouts suddenly carve through entire squads better than before, but will allow scouts to do a job and do it well.
Don't forget
1 Sniper/Shotgun round will decloak with 0 energy
Moving creates a Shimmer Effect
Decloaking creates sound
Your reticule will still light up on cloaked enemies.
You can only have 1 per suit.
Scouts are the only class who can fit them without sacrificing much.
Logi Units sacrifice a lot to fit them to the point of uselessness
Sentinels can't equip them due to it being equipment.
Commandos can't equip them AND 2 light weapons.
Combat Engineer in training.

A lot of scouts are very good at their jobs with just an electronic cloak, including me. Getting a visual cloak is only going to make them better at their duties, and an even worse nuisance to deal with.
Even if the cloak ends up being completely useless, scouts are still going to be very deadly when all the stat tweaks are taken into account.
