Whether it will be coming soon or not, many people are currently anticipating the release of the Player Market for Dust. Some people are simply guessing as to when it will come or how it will be, while others have gone so far as to organize "pre-orders". Anyway, EVE Vegas happened last October, where during the Dust portion they described things that were going to be implemented soon. http://dust514.info/2013/10/21/eve-vegas-news/ has a good summary of the things mentioned.

My conclusions? Player market in 1.8/1.9, PC 2.0 several months after, then PVE after that.

Whenever they do release the Player Market, I'm sure they'll release a dev blog beforehand.
The reason I think they may include the market in this update is because unlike the new weapons/equipment/suits, it doesn't really need a whole lot of community input on the stats. They already have a working player market in EVE. Also, the team that would be working on the market is entirely separate from the team working on the new content already announced. 1.8 is 2 months overdue as well.

Honestly I think they're working on it, but even they aren't sure whether it'll be in for 1.8 at this stage. I agree entirely.

You want to provide a timestamp for where they make promises about the market? I'm not watching 50 mins of CCP bs, so save me some time. Beyond that, I stand by my statement. No market this year. I'm not going to re-watch something I've already seen just to give you information you already have. If this isn't enough to convince you of a player market coming soon then no video clip will be able to do any better.
Also, they do mention how the LP Store was made in preparation for the player market.
