Ok, so how can a new player have 200 mil isk? Someone can run the corp until the money has been givin (I mean as the free isk keeps coming in) then hand it over, and teach him how to manage a district

You mean the scrubs that are so grateful for a district that they'll do anything to get one? Those are the satisfied ones? The ones that don't know any better? I know sockets change, but I don't get why that doesn't change the fact you don't list prices. What's a Cargo Hub on such-and-such a planet cost? Why is it so hard to just list your districts and put a price tag on them?
