They love the bazaar because it means that there is always someone willing to buy PLEX to skip grinding a new character. CCP gets the cash and some EVE toon gets the house money from a casino they can never cash out of.

It's extremely likely that it won't be the psn accounts being transferable but instead have the characters (ALTs) within those accounts be transferable to another psn account. Again, Eve Online has this setup currently. But you have to put the character into some kind of stasis before posting your character on the character bazaar.
